Distance Education Out-of-State Authority

The National Council for State Authorization Reciprocity Agreements (NC-SARA) helps expand students’ access to educational opportunities and ensures more efficient, consistent, and effective regulation of distance learning programs. Here are a few fast facts about NC-SARA and SARA:

  • As of October 2021, more than 2,300 institutions in 49 member states, the District of Columbia, Puerto Rico and the U.S. Virgin Islands participate in SARA.

UHD could notify students residing in a particular state that they are not eligible to register for distance education courses. In cases where UHD students are affected by this, the University of Houston-Downtown will provide assistance to students to resolve this matter.

The University of Houston-Downtown, does not currently offer online courses to residents of the following states and territories:  American Samoa, Guam, and California.

As part of the process, UHD is required to provide current and prospective students with contact information for filing complaints.

For complaints regarding grades, course requirements and course procedures, follow the University of Houston-Downtown Undergraduate or Graduate grievance policies.

If an issue cannot be resolved internally, you may file a complaint with your state. The Student Grievance Contact Information for Individual States provides phone number, email and/or links to state education agencies. The University of Houston-Downtown is accredited by the Southern Association of Colleges and Schools (SACS). The SACS site provides complaint procedures against the commission or its accredited institutions.
